Use the Admin Console for account-wide responsibilities. It intentionally keeps app building and runtime operations out of the main navigation so owners can focus on people, money, brand, and governance.

When to switch consoles
Move to Developer when you need to change the product or publish an artifact. Move to Operations when you need to diagnose or operate a running app. Cross-console links preserve the intended destination; they do not elevate permission.
Tip
Keep account-owner and billing work in the Admin Console even when the affected resource is an app. That makes governance responsibilities easier to find and audit.
